As for the cause of this issue, well it sounds as if you have done everything right, could simply be the paste had soaked in more in this area, or a patch of filler or the wall that sucked the paste into it leaving the linnig paper dry and now you have put moisture on it, it has lifted. However, you’ll also want to check there will be a minimum of 10-15cm of paper left at the inner corners of the room to fold onto the next wall. While lining paper will hide most imperfections, more significant issues (much bigger holes or cracks) will need to be fixed first. Depends on the size of the bubbles and how fast it dries.

Hi Kevin, yes you can wallpaper on top of lining paper as long as the lining paper is ok, you can always test this by putting a coat of emulsion on it to see if any bubbles appear and remain or the joints start to lift.
